How to induce a rainstorm?

maybe in the future, they can make a machine that lowers the pressure in a particular area creating rain. (Lower pressure points are where precipitation occurs. On a weather map, there are usually H's and L's indicating high and low pressure. Keep in mind, H = happy, L = lousy. Lousy as in raining)
