How do you organize a tiny clothes that is cluttered with tons and tons of clothes??

my closet is tiny but is overun by clothes, mostly dresses and skirts with sweatpants and shoes on the floor and bags and additional clothes on the top rack. how do i organize it so its easier to find what im looking for. any good websites or your own experience?? save my sanity!
