Can i Get In trouble when not certified?

I had to give a cl today, and i only had a 14 hour notice on puting it together, well they were pissed at me when the cl was kinda dull and not to standard, but thats because my NCO didnt give me all the details on what to include into the cl. Anyways, can i get a negetive counsoling for giving a sub-standard cl even when im not even certified to give the cl?
