Do Oil tankers have a hull full of oil or just loads of barrels ?

Just a full hull. That why when you see an oil spill, there's a full hulls worth of it pouring into the ocean... making all the little sea creatures black and oily. (That's not supposed to be racist, it just sounds it.)
